In a stand mixer, blend together sweetened condensed milk, peppermint extract, and vanilla. Gradually mix in powdered sugar until a dough forms and is smooth to the touch.
Knead the dough on a powdered sugar-dusted surface, rolling it out to a ½-inch thickness. Use a cookie cutter to cut out 1 to 1½-inch circles.
Place the circles on a parchment-lined baking sheet and freeze for about 15 minutes until they firm up.
Heat the dark melting chocolate in a microwave-safe bowl, using 30-second intervals, stirring after each until smooth and slightly cooled.
Take each chilled patty and coat it completely in chocolate. Return them to the baking sheet and top with colorful sprinkles if desired.
Refrigerate the dipped patties for 20 minutes to allow the chocolate to harden completely.
