Instructions
Preheat the oven to 425°F and prepare a baking sheet.
Whisk flour, baking powder, salt, and sugar together.
Cut cold butter into the dry mixture until coarse crumbs form.
Stir in milk just until a soft dough forms.
Gently knead and divide dough into 10–12 rolls.
Bake for 12–15 minutes until golden, then brush with melted butter.
Notes
Do not overmix the dough to keep the rolls tender.
