Instructions
Boil potatoes until tender, then mash with milk, butter, salt, and pepper.
Brown ground meat with onion and garlic, then season and add tomatoes if using.
Spread meat mixture in a greased baking dish and top with mashed potatoes.
Sprinkle shredded cheese and Parmesan evenly over the potatoes.
Bake at 375°F for 20–25 minutes until bubbly and lightly golden.
